Chartered Regional President Heightens Focus on Europe Market for Foundry Services

SINGAPORE -- August 21, 2000 -- Chartered Semiconductor Manufacturing (Nasdaq:CHRT; SGX-ST:Chartered) has appointed Allan Hughes as president, European region. In this new position, Mr. Hughes will oversee all business activities in Europe, including marketing, customer service and engineering support. Mr. Hughes will report to the office of the president.

An industry veteran with more than 17 years' of semiconductor experience, Mr. Hughes was formerly vice president and general manager within Motorola's Communications Enterprise in Europe responsible for cellular handsets and paging products. He also has held various management positions in Motorola's Semiconductor Products Sector and was primarily responsible for microcontroller integrated circuits.

Commenting from the office of the president, Rob Baxter said, "There is clear synergy between Europe's communications market expertise and Chartered's focus on enabling process technologies for communications systems. Allan's appointment and his communications background underscore our intent to serve this region well."

Europe was Chartered's fastest growing region in 1999. In the 12 months ending June 30, 2000, the region accounted for 24 percent of the Company's net revenues of $271.4 million.

Mr. Hughes holds a bachelor of science degree in technology and business studies from Strathclyde University in Scotland.

Chartered's European offices are located in Munich, Paris and London.
